# Users and access

> The Users and access section of the Admin console, where an admin manages users, assigns roles and permissions, issues API keys, sets security options and reads the audit log.

This section is for account owners and account admins. It holds the people on the account and what they may do. Only the account owner and account admins can open it. A billing admin sees only the Account and Billing pages of the console.

Conclude's roles and permissions are separate from what Slack and Microsoft grant. The platform scopes decide what Conclude may read and post. Roles and permissions decide who may do what inside Conclude. The scopes are listed under [Reference](https://conclude.io/doc/admin/reference/).
